I think certain previous conditions should not be used as an excuse to not help a pet parent. Dental issues should definitely not be held against a pet. My personal insurance does not hold it against me that I have had dental issues. I can still get dental work done, including cleaning. Because my furbaby had a slight issue when he was younger, now he is not covered for anything dental related including cleaning which is a good preventative for dental issues in the future. But of course any excuse to not pay to help out a pet parent. Instead, let the pet suffer because maybe the owner does not have the money and that maybe the only choice then is to put the pet down. You could at least offer something to help out, even if it is to pay a lower percentage of the cost of vet care for previous conditions.
