AVOID ASPCA Pet Health Insurance
Purchased ASPCA Pet Health Insurance (underwritten by Independence American Insurance Company, administered by PTZ Insurance Agency) for my adopted Boxer puppy in March 2026. Annual premium: $1,366. I spent an additional $2173 in care. Total reimbursed in four months: $350.
A heart murmur was noted at her first wellness visit, 8 days into the policy's 14-day waiting period. The resulting echocardiogram ($620) was denied under a waiting period exclusion. Her veterinarian submitted a letter stating the murmur is clinically consistent with a congenital condition. Formal appeal denied.
The policy language explicitly includes congenital conditions in its definitions of covered conditions, but the claim structure makes it functionally impossible for any congenital condition to ever be paid: it will either fall inside the waiting period or predate the policy. I filed a complaint with the Massachusetts Division of Insurance.
Boxers are a breed with well-documented cardiac and other hereditary health risks. A policy that includes congenital conditions in its language but excludes them in practice is not appropriate coverage for this breed. I would not recommend this policy for any breed with known hereditary health concerns. And given the amount they actually reimbursed relative to what I paid for the premium and for the puppy's vet care, I don't recommend this pet insurance to anyone.
