If you have realistic expectations, VPI is fine.

I would love to get everything for free--especially since I have a son with a fairly costly developmental condition; however, I must remind myself that we live in a capitalist society here in the U.S. so most things have a price tag. Someone explained to me that pet insurance is like having major medical insurance--it pays off when something unexpected happens. Ours absolutely paid off when our Cavalier King Charles Spaniel, Ollie, jumped up to get a chicken off the kitchen counter and came back down to slip on the tile floor and tear important ligaments in his ankle that wouldn't heal well enough without surgery to keep him walking and running normally. VPI paid for a lot of the expenses involved. It made the difference between us being able to treat Ollie's injury or letting him suffer, as some of our less sensitive friends suggested we do.
